As we reflect on our 20th Annual General Assembly held in Baguio City, we are filled with pride and gratitude for what we achieved together. The event was not only a celebration of milestones but also a meaningful reminder of the strength and unity of women across the country.

The gathering brought together women leaders, local chief executives, Gender and Development (GAD) Focal Point System members, environmental officers, and partner organizations from different regions. Everyone came with a shared goal of strengthening women’s leadership in sustainability and climate action. The exchange of ideas, experiences, and best practices created a space for learning, collaboration, and inspiration.

One of the highlights of the Assembly was the presentation of the evaluation results. We are proud to share that our evaluation portal received a perfect score of 10, reflecting very positive feedback from our delegates. This result shows the effort and dedication that went into organizing the event and the value it brought to participants.

This outstanding result affirms several key strengths of the Assembly:

  • The relevance and timeliness of our theme, which resonated deeply with the current challenges and opportunities faced by our communities
  • The high quality of discussions, learning sessions, and the sharing of best practices that enriched participants’ knowledge and skills
  • The strong collaboration and solidarity among Local Government Units (LGUs), Local Councils of Women (LCWs), and our valued partners
  • The meaningful and lasting impact of the Assembly on our members, empowering them to take action within their respective communities

With nearly 500 Local Councils of Women nationwide representing more than 500,000 women, PFLCW continues to serve as the national coordinating body recognized by the Department of the Interior and Local Government. This network continues to grow and remains committed to empowering women and supporting inclusive and sustainable development.

The 20th General Assembly was more than a milestone. It showed what can be achieved when women work together with a shared purpose. It demonstrated how collaboration and leadership can lead to real and lasting impact.

As we move forward, we carry with us the lessons, partnerships, and inspiration from this gathering. We remain committed to supporting one another and continuing our work in sustainability, climate action, and gender equality.

Together, we will continue to build a better and more sustainable future for all.

This year’s annual general assembly started with an opening remark from the organization’s President, Dr. Evelyn T. Uy followed by an insightful welcoming remark from Councilor Irene Belmonte. Senator Bong Go delivered a short message for the delegates and wished the best outcome of the whole event. Presidential Spokesperson Larry Gadon, who provided valuable perspectives on navigating digital challenges in governance. The main highlight of this year’s assembly was the talk done by Former President Gloria Macapagal Arroyo where she delivered an insightful keynote address, setting the tone for the discussions ahead. 

The assembly kicked off with Mayor’s Night, hosted by the Quezon City Local Government Unit led by Mayor Joy Belmonte. The event was graced by Senator Imee Marcos as the Keynote Speaker, underscoring the importance of political leadership in driving digital initiatives at the local level.

The second day of the assembly delved deeper into the future of the digital economy with a lineup of esteemed speakers. Senator Cynthia Villar and Senator Win Gatchalian shared their visions on legislative strategies to bolster digital infrastructure and entrepreneurship.

Ms. Angeline Tham, CEO of Angkas, engaged the audience with her insights into the future digital economy, highlighting the opportunities and challenges in the evolving landscape. USEC Emmeline Villar of the Department of Social Welfare and Development emphasized the role of digital inclusion in social welfare programs, advocating for accessibility across all sectors.

Congresswoman Lani Mercado-Revilla showcased Bacoor’s journey towards digitalization, illustrating practical steps taken at the local level to integrate digital technologies into everyday governance.

The plenary session brought together thought leaders and practitioners from diverse fields to discuss critical issues shaping the digital economy. Ms. Ida Tiongson of Opal Portfolio Investments shared strategies for fostering digital entrepreneurship and supporting startups, while Ms. Gina Romero of Connected Women highlighted the importance of upskilling and remote education in preparing the workforce for digital roles.

Ms. Shor Macalbe of QBO emphasized the imperative of closing the gender gap in the digital economy, advocating for initiatives that empower women to thrive in tech-driven industries.

The assembly also featured interactive breakout sessions that provided attendees with in-depth explorations of specific digital domains. Director Jenny Pearl Ninalga discussed the transformative journey of artificial intelligence and digital creation, underscoring its potential to revolutionize industries and enhance productivity.

Ms. Amrei Dizon focused on digital creation opportunities for women, emphasizing the importance of inclusivity and diversity in fostering innovation. The third day of the assembly was then dedicated for the delegates to learn and explore the rich culture, innovation and locality of Quezon City sponsored by the Quezon City local government under Mayor Joy Belmonte. 

The attendance from different provinces are from all over NCR, Luzon, Visayas & Mindanao. The closing night was chaired by Ms. Jumda Sali of Tawi-Tawi Provincial Women Council (TPWC) Inc.

In a groundbreaking collaboration with the Technical Education and Skills Development Authority (TESDA), our organization is actively engaged in developing joint projects aimed at empowering the women’s sector. With the generous support and assistance of our esteemed organization, we are steering various livelihood initiatives to uplift and support women in their economic endeavors. 

One significant project in progress is the establishment of a TESDA Women Center in Davao de Oro. This initiative aligns with the existing TESDA Women Center in the National Capital Region (NCR). Recently, a delegation from the Philippine Federation of Local Council of Women (PFLCW), led by our President, Dr. Evelyn T. Uy, along with VP for Mindanao, Ms. Sholai Lim, and VP for Visayas, Ms. Carmen Truita, visited and held discussions with Secretary General Suharto Mangudatu. The focus of these discussions was the collaborative project and the potential alignment of the TESDA Women Center in Davao de Oro with existing initiatives.

The visit highlighted the proactive approach of the PFLCW in ensuring the success of projects aimed at women’s empowerment. The establishment of the TESDA Women Center serves as a testament to the commitment of both organizations to create opportunities for skill development and economic independence among women. Through collaborative efforts and strategic partnerships, we aspire to make a lasting impact on the lives of women in various regions, fostering empowerment and sustainable livelihoods.

In collaboration with the Office of the Vice President, Vice President Sara Duterte has opened avenues for local women’s councils to establish micro-enterprises within their communities. This initiative aims to empower women by providing them with opportunities to build sustainable livelihoods.

As part of this initiative, the group of recipients is actively participating in Department of Trade and Industry (DTI) workshops, further enhancing their skills and knowledge. This comprehensive project not only uplifts the economic status of local women but also fosters a spirit of entrepreneurship and community development. Vice President Sara Duterte’s support underscores the commitment to creating sustainable and empowering opportunities for women across the nation.

Empowering Women Entrepreneurs: MTD's Impact in Dipolog City

In a significant stride towards economic empowerment, Kusog Kababayen-an in Dipolog City proudly stands as one of the successful recipients of MagNegosyo Ta Day (MTD). This initiative has birthed a remarkable achievement in the form of a Pasalubong Center, symbolizing the immense potential for economic growth within the community.

The Pasalubong Center, strategically located along the picturesque “boulevard” of Dipolog City, serves as a testament to the entrepreneurial spirit and resilience of the women involved. The grand opening ceremony was a momentous occasion attended by esteemed individuals, including Dr. Evelyn T. Uy, President of the Philippine Federation of Local Councils of Women (PFLCW) and Former City Mayor, and Hon. Dexter T. Uy, the incumbent Mayor of Dipolog.

The event also welcomed Director Norman Baloro, representing the Office of the Vice President, and his team. Additionally, the presence of Mr. Michael Angelo Saavedra, the satellite office manager for Zamboanga, added significance to the occasion. The Pasalubong Center opening was more than just an introduction of a new store; it was a heartwarming celebration of opportunities created for the women in Dipolog. The store not only represents economic growth but also stands as a living proof of women’s empowerment and inspiration for the community. The collaborative efforts of MTD and the dedication of Kusog Kababayen-an have not only opened a new avenue for economic activity but have also showcased the resilience and potential of empowered women in creating positive change within their community.

Passion Pinay & Lakbay Kultura

In a recent meeting with USEC Sandy Montano, Commissioner Ashleya Limbona, and Founding Chairperson Myrna Yao, our organization is spearheading Lakbay Kultura, a comprehensive project aimed at addressing grassroots concerns, promoting craftsmanship, and showcasing diverse cultures. Focused on cultural and economic preservation, Lakbay Kultura supports local weaving communities, empowers women through sustainable artisan craftsmanship, and encourages a sustainable economic livelihood project rooted

in our rich cultural heritage. The initiative aligns with the institutionalization of the Magna Carta of Women, utilizing Gender and Development (GAD) Plans and budgets. Key components include preserving local textiles, providing financial literacy education for women, implementing tourism road mapping with demographic assistance, and supporting the professional development of hilot and massage therapists through TESDA training, contributing to poverty alleviation.

Empowering LGU Bacnotan, La Union

The first Gender and Development (GAD) Capacity Building training in collaboration with LGU Bacnotan, La Union, witnessed active participation from Mayor Divine Fontanilla, Vice Mayor Francisco Fontanilla, and their dedicated team, partnering with PFLCW. This transformative initiative reflects the town’s commitment to fostering gender inclusivity. The sessions, conducted with PFLCW, aimed to equip LGU Bacnotan with tools for effective gender-responsive initiatives, showcasing a shared vision for a more inclusive community. Led by Mayor Divine Fontanilla and Vice Mayor Francisco Fontanilla, this training sets a promising precedent for LGU Bacnotan. It establishes the town as a leader in prioritizing gender and development, aiming to create a more progressive and gender-sensitive environment. The collaboration with PFLCW highlights the commitment to building a community that values and prioritizes gender equality.

In November 2023, Ms. Sandy Montano spearheaded the Children’s Month Celebration in Quezon City, creating a joyous and memorable experience for the young residents. The Philippine Federation of Local Council of Women played a pivotal role as one of the sponsors, generously providing gifts to bring happiness and love to the hearts of the children.

This collaborative effort between Ms. Montano and the Philippine Federation of Local Council of Women highlights the commitment to fostering a positive environment for the youth. The celebration not only brought smiles to the faces of the children but also underscored the importance of community-driven initiatives in ensuring the well-being and happiness of the younger generation.
